He has a degree in Public Information Sciences from the Autonomous University of Santo Domingo and Development from the University of East Anglia in England, where he graduated with honors.
He has served as Ambassador Extraordinary and Plenipotentiary of the Dominican Republic to the United Kingdom and concurrent to the Commonwealth of Australia. Since 2009, he has also been concurrent Ambassador to the Republic of Ireland. From July 2011 to the end of 2014 he served as Ambassador Extraordinary and Plenipotentiary to the United States of America, from 2014 to 2017 as Ambassador of the D.R. in Spain.
In 1986 he received the Order of Merit of Duarte, Sanchez and Mella, and in 2012 the Order of Merit of Duarte, Sanchez and Mella in the rank of Knight. In 2000 he was awarded the prestigious “Caonabo de Oro” prize.

D. Gabriel Elorriaga

He has held, among other positions, the post of Comptroller General of the Complutense University of Madrid, head of studies at the School of Public Finance and research adviser at the Support Unit of the Institute of Fiscal Studies, deputy director of the Cabinet of the Presidency of the Government in 1996, and was subsequently appointed Secretary of State for Territorial Organisation at the Ministry of Public Administration. In 2004 he was awarded the Grand Cross of the Order of Isabel the Catholic. In November 2013 he entered the Royal Academy of Jurisprudence and Legislation as a corresponding academic.
He has been a member of the Board of Trustees of the ICO Foundation (1996-2000) and of the Ibero-American Foundation of Government and Public Policy. Between 2004 and 2012 he was a member of the Board of Trustees of the Real Instituto Elcano de Estudios Internacionales y Estratégicos. Subsequently, he obtained a Master’s Degree in Administration, specializing in Human Rights, from the Robert Shuman University in the city of Strasbourg, France. Some time later, he specialized in Labor Law at the Central University of Ecuador, studied a Master in Administration at the EAFIT University in the Colombian city of Medellin, specialized in Financial, Stock Exchange and Insurance Law at the Simón Bolívar Andean University, and specialized in Contracts at the University of Salamanca in Spain.
He has been President, Vice President and Continental Secretary General of the American Association of Jurists, a Non-Governmental Organization with consultative status to the United Nations.
He has been Minister of Labor and Minister of Government. He was also President of Petroecuador.
In the government of Rafael Correa he has been Minister of Mines and Petroleum from July 23, 2007 to October 8, 2008 and Ambassador of Ecuador to Spain from December 23, 2009 to February 3, 2011, in which he assumes the position of Attorney General of the State that has served until 2017.
